Eco's monitoring software supports ProBEC

Eco Ltd has developed a Results-Based Monitoring (RBM) system for the Programme for Basic Energy and Conservation (ProBEC).
ProBEC commissioned the RBM system to meet the challenge of collecting high-quality consistent data across many projects and countries in a format that would meet diverse donor reporting requirements and inform the project implementation process.
The RBM system is a Web-based framework for collecting, storing, processing and presenting data on project monitoring. The RBM System provides clear guidance to project staff who collect monitoring data, ensuring that data collection is consistent and timely. Algorithms built into the RBM System retrieve and process data corresponding to a number of indicators related to household energy. These indicators can then be used to quantify programme results and to track progress in implementation.
ProBEC aims to ensure that the basic energy needs of southernAfrica's low-income households and small businesses are satisfied in a socially and environmentally sustainable manner. For the foreseeable future, this section of the population will continue to rely on biomass, and ProBEC targets rural and urban households, as well as small business and institutions using biomass energy (woodfuel, agricultural residues) for thermal processes. ProBEC is a programme of the SADC Infrastructure and Services Directorate, and the implementing agency is GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit – the German Development Co-operation). ProBEC interventions are designed to have a wide range of impacts including reduced deforestation; improved health through reductions in indoor air pollution; economic benefits both from reduced expenditure on fuel and from the income earning opportunities offered by stove manufacturing; improved gender equality and empowerment of women by emphasising the involvement of women in programme implementation.
Eco Ltd has developed the underlying set of software tools for data collection, processing, and presentation for the RBM system. It has also customized the system by formulating appropriate qualitative and quantitative indicators related to key programme impacts, and it has developed detailed specifications for the monitoring data to be collected.
